Savia, a company specializing in human resources for public administration, answers these questions and others in its second study on the digitalization of people management in town halls. The only one on the technological maturity of the personnel services of these local entities.

To do this, a sample of 895 municipalities with between 90 and 6,000 employees was used, questioned on:
Most common problems in the personnel department. Functions for which they have specialized technological tools. Public-private collaboration to carry out administrative procedures such as the management of the payroll cycle. Cloud adoption. HR functions that they plan to improve in the future.
The data are presented alongside that of the previous edition of the study, published by Savia in 2017, to visualize in which aspects the personnel services of the municipalities have improved and in which they continue to stagnate.
