Health and CCAA approve joint coronavirus plan with four levels of alert

The Interterritorial Council approved a common plan to fight against the coronavirus pandemic, which establishes four levels of alert and includes measures such as the recommendation to leave the home only what is necessary or the closure of shops at 10 p.m. for territories. with a higher risk.

All the autonomous regions, with the exception of Madrid and Euskadi, which abstained, voted in favor of the project that the ministry presented to them on Thursday, whose measures laSexta has already advanced.

Regarding the possibility of establishing a curfew, the Council has not yet taken a decision on the matter, despite the fact that a clear majority of the communities have positioned themselves in favor of its application throughout the country. Spain, according to sources close to the meeting.

While waiting to clarify what would be the legal instrument which would allow this measure to be applied and whether or not it is necessary to declare a state of alarm for it, there are many possibilities for it to materialize.

The document approved by the government and the autonomies establishes a series of parameters related to the level of transmission and hospital pressure to place the territories at an alert level of 1 to 4, 4 being the highest. To lower the alert level, indicators must remain at a lower risk level for at least 14 days.

Likewise, actions are proposed to be implemented in territories with alert levels of 1 to 3. For territories with alert level 4, exceptional measures are also put in place, which may require activation of the mechanism provided for alarm, exception and site states.

In addition, it establishes how the state of alarm would be activated if necessary to apply these measures: in this case, it will be the president of the autonomous community in question who will have to ask the central government.

Thus, in the territories at alert levels 3 and 4, measures would be imposed such as limiting meetings to a maximum of six people, or recommending not to leave home unless necessary. It will also be appreciated to limit the opening hours of shops until 10 p.m. and discos and nightlife venues will be closed.

According to the latest Health data, 11 regions are at levels 3 and 4: Navarre, Aragon, Castille and León, Community of Madrid, Catalonia and La Rioja, as well as Ceuta and Melilla are on maximum alert, while Castile -The Channel, Andalusia, the Basque Country, Asturias and Murcia would be on level 3 alert.
