Abu Dhabi
President Sheikh Khalifa bin Zayed Al Nahyan announced several decisions aimed at developing United Arab Emirates (UAE) as foreign investment and expertise. Some of them include changes in the law on personal status, the federal penal code and the federal presurgical penal law. Some of them will have a direct impact on migrants. Significantly, a large number of Indians live in the UAE.

Rules of ancestral property
Changes have been made to the will of migrants and to “honor killings” such as property, marriage and divorce, sexual harassment. Amendments to the Personal Status Code and civil law would allow migrants living in the UAE to choose laws that would apply to their ancestral property in order to stabilize the financial interests of foreign investors. Ancestral ownership will be decided based on the nationality of the deceased.

Rules applicable to marriage
According to the personal status code, the rules of the country where two people would have been married would conform to the rules of marriage and not to the citizenship of the husband and the wife. According to another amendment, the rules of the country where the marriage took place will also apply to personal and financial matters of the marriage contract, divorce or separation.

Honorary murder sentence
Changes were made to the President’s rulings under Penal Code No. 3 of 1987. The article was withdrawn, reducing the penalty for “crimes of honor”. Under the new amendment, every crime will be treated as murder and other legal articles. In this context, women’s rights and respect for the law will be guaranteed.

Will get the death penalty
Consensual sex legislation will be taken in such a case when the victim is 14 years of age or younger or is a minor, has no mental condition or is a parent or guardian of the victim. Forced physical relations with a minor or suffering from mental disorder will carry the death penalty.
